They look the same on the outside but the gearing on the inside determines the number of winds on the rubber motor for each turn of the crank. The 15:1 winder is best suited for indoor flying and smaller models. The 10:1 winder is recommended for outdoor flying in general, and is the easier one for calculating number of winds.
